Why wouldn't they just give the 11th OV pick? If their trading back has to do with trading for Necas, it would mean that they think giving the 11th OV is too much in their eyes. I don't see why they would give Samuelsson, they already had multiple calls on him, and if I recall correctly said he was unavailable. 14th OV + a 2nd is the most it would make sense for Buffalo to offer for Necas.

I know that. Your title "Buffalo trades back to sweeten the deal" suggests that BUF traded the 11th OV for the 14th + and 42nd just to go offer those picks with Samuelsson. I'm saying why would Kevin Adams bother doing that extra trade instead of just offering the 11th OV + Samuelsson straight up? If Tulsky wants more picks, then he can just trade back himself.
