Why would Chicago trade for Thomson when they are ahead of Montreal in the waiver order?

Pens decline. They don’t need Evans they’ve got an abundance of players that he just wouldn’t get a spot.

Hawks decline. They are ahead of Montreal in the waiver claim order, so Hawks just claim Thomson if they want him. And that pick swap isn't nearly enough to dump two years of Armia.

And Tampa Bay isn't trading Hugo to acquire a stop gap goalie. They decline as well.

That is not how waivers work in the NHL. Hawks could claim a player and still stay at the same waiver claim slot.
