Frankly this trade just doesn't make sense for either team.
Carolina doesn't need Chychrun in the slightest with Orlov, Nikishin, and Skjei already on their left side. And I don't think they should be taking such a risk on Norris when they are in such a win now mode. If Norris gets moved, it would make sense for him to go to a team that is retooling and can be patient with him.
Also, I don't think the Sens should move him. It probably won't be a couple years until he's back to his usual self but I'm willing to wait because he's an incredible 2-way sniper. He will be a very good player again and if we move him to clear cap in a year we won't even be all that competetive in it will come back to haunt us.
As for Ottawa, I don't see why we would want Kotkeniemi. He's not all that, is making too much, and we are already deep down the middle. And Necas would just be more of what plagued us this season. He's a good player, don't get me wrong, but he's not strong defensively and we need more veterans. We shouldn't be spending cap on 1-way wingers. We really need some solid, hard to play against 2-way veterans that make like 2-4 mil ish.
We should just trade Chychrun for a solid veteran and a pick to replenish our prospect pool and hang on to Norris.
Brannstrom to Carolina for Fast would be a more sensable trade.
