No team is retaining about 5.5mil to only get a 4th. That amount of retention would need at the very bare bones minimum, 2 2nds, but in all likelihood it would take at least a 1st.

Something along the lines of the following might be a more realistic option.

To Toronto- Necas, Canes 25 1st, misc picks
To 3rd team- Marner, Canes 24 & 25 2nds, B level prospect from Toronto
To Carolina- Marner (50% retained), misc picks
