How does the salary cap work in the off season

In the collective bargaining agreement it says teams are allowed to be 10% over the cap during the off season. It's to my understanding that players on LTIR count against the cap until the start of the season. If that's correct then the Maple Leafs are currently 14.8% over the cap. What are the rules regarding this?

Players who are expected to be on LTIR don’t count to the percentage so Toronto’s fine since Muzzin/Murray are expected to be on LTIR
