NMC NTC Timing

Does a NMC/NTC kick in at 00:01 July 1 or 23:59 July 1? Thanks! I'm curious if Treliving has 24 hours to trade Matthews or Nylander or if he's hooped from the get go.

I would assume once the clock strikes 12:00 AM EDT on July 1 is when it kicks in.
