The value is low right now with the Blues. They want a change of leadership and underperforming highly paid winger. Hillman brings actual top 4 potential that they don't have currently. Parayko, Pietrangelo, and Dunn. That's it they are realizing that Bouwmeester and Gunnarsson are last pairing dman at best. For the Blues doing this, they are giving up on this year and shooting for Hughes.

Several teams outside the division will offer up way better deals. This is not even close, especially for a trade inside the division, which you would need to pay extra for his services.
