Vesey may be underperforming the little expectations people had for him but hes still got more upside than Agostino.

Agostino will become a good energy player for the Leafs bottom 6, and will make the team harder to play against

Leafs aren't really interested in "upside" as both players are UFAs this summer. Now you might want to argue which is the better NOW. Leafs management right or wrong think it's Vesey.

Does not hurt to try a game or two with Agostino though. How much worse can he be than Vesey?

The Leafs have lots of wingers on the taxi squad that they consider better than Agostino. Not saying that is right, but Agostino seems have destiny with the Marlies.
The other option the Leafs have is have Agostino play big minutes with the Marlies and then bring him later in the season.
