NSH declines. Why bring in Reilly at that contract level when Zucker can do the job just as well, stated he wanted to sign in NSH, and will likely sign for cheaper?

You have the strangest misconception about the value of dumping modest amounts of cap (here, $2.75 million for one season). Ottawa can achieve the same objective by giving away Forsberg for a fifth-round draft pick (or lower), instead of dropping 20 places in the draft and out of the first round. The odds of getting an NHL player at #46 are about half what they are at #25 or #26 (depending upon whether Edmonton wins their series).

This isn't the first time he's overvalued a cap dump. This transaction would put the value of divesting Forsberg at pick #40.
